Peter Kreeft, a popular Catholic theologian, says something similiar. However, in my opinion I think they are actually changing Catholic doctrine, as opposed to getting back to basics. The council of Trent and Aquinas both explicitly say works are necessary for salvation. I'd say that both of these are pretty authoritative for what constitutes Catholicism, but they may be wrong, since I think no Pope has declared faith and works dogma.
It lands you in the right place. It is result of a real faith that works exist. It is the natural fruit of a healthy tree. I do not think it has much to do with theology, but we make it so. The layman that reads the scriptures (as Martin Luther did, although he was no layman) will find it there, and will need no one to explain it. If the minions would choose to find out for themselves, and think critically about what they find, there would be so much more good works going on in the world.
By the way... It is no suprise to me that the Catholic Church would make such a statement. I find that I grew up with a certian view of the RC Church, that has not proven to be universally true.

I'm glad they are talking strong doctrine up high, but I hope it can trickle down to the minions at the lowest levels of theological knowledge.
